Strategic Advisor | AI Solutions Architecture & High-Compliance Delivery
Alexandr Kulichkov brings more than a decade of experience designing and delivering enterprise technology solutions in complex, highly regulated environments. His work combines solution architecture, cloud modernization, enterprise integration, implementation governance, and emerging AI capabilities with a strong understanding of healthcare and public-sector requirements.
In Federal healthcare environments, Alexandr has supported platforms and workflows related to interoperability, information blocking, certification, public inquiries, provider screening, fraud oversight, and regulatory service delivery. His experience includes solutions operating in environments aligned with the Health Insurance Portability and Accountability Act (HIPAA), Federal Risk and Authorization Management Program (FedRAMP) Moderate requirements, and Authorization to Operate (ATO) processes, as well as healthcare interoperability standards including Fast Healthcare Interoperability Resources (FHIR) and United States Core Data for Interoperability (USCDI).
His recent work includes enterprise cloud and AI modernization, AWS Bedrock-enabled solutions connecting distributed knowledge and data sources, and small-language-model deployments supporting offline Retrieval-Augmented Generation (RAG) in high-security environments. He has also led large-scale Atlassian Cloud modernization and consolidation initiatives, including migrations supporting tens of thousands of users.
Across these initiatives, Alexandr focuses on moving emerging concepts into practical, governed enterprise capabilities—aligning business objectives, user needs, data, security, compliance, architecture, and long-term operational requirements. His work emphasizes human-reviewed decision support, least-privilege access, traceability, resilience, and maintainability from design through operations.
This combination of architecture, delivery, health informatics, and regulated-environment experience provides valuable perspective for dekhAI engagements where transformation opportunities must move from concept and Proof of Value into secure, scalable, enterprise-ready implementation.
Alexandr holds a Master of Public Health in Health Informatics from the Yale School of Public Health, a Master of Science in IT Systems Management from Indiana University Bloomington’s Kelley School of Business, and a Bachelor’s degree in Economics from Ivanovo State University of Chemistry and Technology. He has also served as a Graduate Teaching Fellow in Biostatistics at Yale, translating quantitative methods and evidence into practical public-health applications.
